Dutch Web Guidelines quality model
Just wanted to let all the non Dutch readers and maybe Dutch readers who don't know about this site. This is the website for the Dutch (government) Web Quality Guidelines and there is an enormous amount of interesting and valuable information on the site.
There is a lot of ground to cover for Joomla! regarding accessibility and usability even with Joomla! 1.5 which is already a huge improvement over earlier version of Joomla!
The introduction from the site states
By building smarter, government websites become better searchable and accessible for anyone (people, browsers and search engines). That is important for everyone who visits the government via the Internet. For government, the challenge is to create websites that are optimally accessible. The Web Guidelines aid in that process, they make the electronic service delivery by the government more accessible to everyone.
For creating web sites, internationally recognized agreements exist in the form of Web standards. Application of these standards provide a significantly better website. The Netherlands government has brought these international standards together in a quality model called the Web Guidelines. They include 125 quality requirements in order to achieve better government websites.
